The reason is because in California, delegates are allocated district-by-district instead of winner-take-all. This encourages Republicans to campaign in districts where there are few Republicans in hope of swooping in and gaining that district’s delegates. It’s all about bang for the buck.
It makes more sense than campaigning in North Dakota, especially this time of year.
